Finally, countries may not be motivated to change their environmental policy because of conflicts with other interests, including economic prosperity. If environmental protocols cause economic hardship or damage to one country, it may escape protocols, while other countries comply with them, resulting in a classic problem of parasitism. In addition, environmental protocols can be criticized for scientific uncertainty or, at the very least, for a lack of synthesis of scientific information that can be used for “conflicting interests and disaster”. 1.128 We also asked responsible services to identify any significant operational constraints that affect the achievement of agreements` expectations or performance targets. We also asked them to identify all corrective measures necessary to ensure that the environmental expectations or objectives of their agreements were met. For three agreements, the responsible departments identified the following restrictions: 1.47 The lead division. The federal government and the provinces of Ontario and Quebec are jointly responsible for the implementation of the Ozone Schedule. Environment Canada is the first federal department responsible for the rules and controls of emissions prescribed in the Ozone Schedule. The implementation of the schedule requires all three governments to develop or amend several regulations. Currently, 9 of the 12 required federal regulations have been adopted or amended, with the remainder in development. 1.79 The problem. The audit examined whether the responsible services had the information they needed to know the government`s environmental performance for the specific objectives it had committed to achieve. We have not verified government compliance, the effectiveness of programs or used through to achieve their objectives, the pace or progress in dealing with environmental issues, or the accuracy or quality of information used by departments. 1.63 The agreement. The International Convention for the Prevention of Pollution by Ships (MARPOL) aims to eliminate deliberate pollution of the marine environment resulting from maritime operations and to minimize accidental releases of pollutants.
